Description of problems: examplesThe Municipality of Srbac adopted the Local Development Action Plan as part of the EU LIFE LICENCE Project for the developing countries and set new priorities for the future development of the town and the municipality as a whole. In order for scientific, research and professional community to adequately follow this process, a lot was expected from the cooperation with the Faculty of Science in Banja Luka . On the one hand, the local community has adopted a new approach to development and planning, while, on the other hand, the Faculty got an excellent institutional opportunity to develop research and new projects. So, in 1998 in Bardaca (which is the base of the EU LIFE LICENCE Project and the largest natural habitat for birds and fish in this region, located some 15 km from Srbac) two research bases with complete infrastructure and capacity to house over 30 researchers were built with the support of the Government of Republika Srpska and Government of Italy. The construction was worth over 200,000.00 BAM (aprox. 100,000.00 Euro). The research bases are located on the land plot with a surface area of 16,690 square metres, which the Municipality of Srbac gave to the Faculty of Science as a present. However, the Council of the Faculty of Science has invited tenders for the sale of two research facilities with a total floor area of 165 square metres for 279,193.00 BAM. These are two fully equipped field bases intended for the advancement of the teaching process at the Faculty and development of the international research and scientific work, and they are directly linked with the adopted measures and plans of the local community through the LIFE LICENCE Project. People from Srbac municipality and the Banja Luka region, especially young people and students, expected much from the development of this and similar programmes that are aimed at development of local communities and their resources, on the one hand, and advancement of the educational process on the other hand. Such programmes support the reform of those segments of higher education that were identified as most important (development of research and scientific work, mobility of students and professors, field work, practical training, etc.). Citizens, young people and students are now afraid that the buildings will be sold and used for the purposes that are not related to research, scientific work and sustainable development. On the one hand, scientific experts and institutions complain that not enough funds are made available for the development of higher education, research and scientific work, that the Bologna Declaration is not implemented, etc., while, on the other hand, when there are both local and institutional conditions and prerequisites for this, those responsible for higher education make absurd decisions, leaving citizens, especially young people and students who are interested in these processes, utterly confused. In our society we have been meeting with communism a very specific situation, in which one of the post/communist communities after the war, try to pass in a democratic country with an economic market. This problem seems incomparable larger in relation with the problems citizens have been dealing with in other European countries. The war effects are not only a physical destruction and lost of human lives but social destruction too and almost complete impossibility of establishing the normal life again, and social processes in areas of education and work. In such environment young people feel marginalized in society. Marginalization of a young man leads to depression, passivity and most often toward vices, as seen through our researches. In such environment filled with corruption and crime, a young people, who lacks in more active involving among civil society, political and public involving, sports and youth clubs, sections and youth associations, has no many choices, so it’s not a surprising fact that a report taken from Prism Agency researches show that 62% of youth want to leave the country if he get a chance. Anyway, it doesn’t seem that this problem finds an interest among authorities, which haven’t developed adequate policy and strategy for young people and at the same time the influence of international organizations, seriously occupied with youth problems, starts to decrease in the middle of 1999. Young people should not let themselves to be forgotten and left on their own, problems should be solved and young people should feel free to participate in society development. Public has to find out that a great number of young people aren’t happy to stay in the country and help its reestablishment and normal system of social and educational values. Young people are in simple position which enables them to help greater stability and prosperity, if they get a chance for that. Their advantage over older generations is that they are not burden with negative prejudices and stereotypes toward culture, identity, and people differences. Fetus of older generations lies in their need for identity care which causes angriness and discrimination in relation with citizens. On the other hand, young people grew in pluralism and urban society. They have more understanding with each other. If young people become more responsible and get more important place in society, it will certainly come to faster integration in Europe and important promotion for citizens in Republic of Srpska, BiH and region. Young people show need for new approaches and methodology work, introduction with new standards for education and business work, relationship and cultural contribution, development of trust and tolerance. Introduction with national standards for civic and government seem inevitable in order for governmental, nongovernmental relation sector to get completely new dimensions where it is possible to see similar or equal interests that will give contribution to social relations and more realistic picture of needs, possibilities and capacity development on which business and political strategy would develop itself in modern educational conditions. Because of bad conducting the business policy, insufficient informing about modern conditions of working and market small and lagging environment, undeveloped of the management and marketing structure, insufficient planning and all other effects the pre-war economic citizenship. Beside that, disorganized and hard life take run to depression, criminal, corruption and day after day the level of population poverty has been raising which may cause and increase the present social destruction of society. If we see formal statistic facts and reports of the employment bureau, the centre of social work, the researching and reports of the UNDP human development and researching of other organizations and institutions which assignment is a number of registration unemployed citizens, especialy young people. It is hard to expect from young people to stay in this area, to find a job, to form their families and move the job which would enable them the existence and progress in the future. EXAMPLE: ecology problems Having in mind the data above Srbac municipality is classified as a developed municipality, but it is only a strechingthe truth. Classifying it self among the developed municipalities, the local government took a responsaability of organizing the selfdevelopment in the local level which can be possible without a partner. Based resources : territory and citizens. Teritorial position of the local and regional municipality and resources that the municipality offer us put us in condition for abusing the resources of the agricultural forests, rivers and lakes in adequate way with respect of all international principles connected with protection of the human environment. Teritorial position direct us on development of eco tourism and production of the health food. The garbage can of our local comunity is located 1 km from the town on the right side of the Sava river, on the state border of BiH and Republic of Croatia. The type of the sarbase can is a part flat surface part the Sava riverbank sized with 10 hectare of unbounded land. A part of the trash incinerate itself in a open space and poisonous gases float freely in the air. A part of the garbage fall into the Sava river which floats it into danube and in that way endange the flora and fauna of that region. By incinerating the garbage from the garbage can in an adequate way, without involving the restricted furnace and filters cause. An international problem in BiH and Croatia which already made two complaiment that can cause later a big troubles. Inadequate abusing of the agricultural area, forest, rivers and lakes brought to situation in regard to their endanger. Garbage – obstruction of the eco development, garbage – a source of infection, garbage - a potential capital. Rivers: By publishing too much permissions to private companies for abusing pubbles and sand from the Vrbas and Sava rivers, a serious endanser of the natural residence of birds and fish in that areahas come. Next : Unnatural the course of a rivers causality flood for people who live neer (before d not exist). Next : mashine to make noise, but not normal for flora and fauna.
